ITAD Chain of Custody in New Jersey: Scope and Safeguards
In IT asset disposition, chain of custody is the documented history of each asset from the moment it leaves your control until its final outcome. It answers the questions auditors, clients and regulators ask after the fact: Which devices were retired? Who released them? Who transported them? When were they destroyed, and how? Without it, a single missing laptop is impossible to explain.
Asset Inventory, Authorization and Pickup Manifests
Custody starts before the truck arrives. Your team should authorize what is being retired and give us an asset list with serials or asset tags. At pickup, we capture serials of data-bearing devices and media, compare them with your list and both parties confirm the manifest. A good manifest lists device type, serial or tag, quantity, location, date and time, and the names of the person releasing and the person receiving the equipment.
| Ledger field | Example entry | Purpose |
|---|---|---|
| Asset ID / serial | Laptop SN or drive SN | Uniquely identifies each item |
| Transfer time | Date and time of release | Shows when custody changed |
| From / to custodian | Your IT lead to our driver | Names who was accountable |
| Seal or container | Locked truck or sealed bin ID | Protects assets in transit |
| Exceptions | Missing, extra or unreadable serial | Resolved and documented |
| Certificate link | Certificate number | Ties final destruction to the list |
Secure Transport, Receiving and Discrepancy Resolution
Equipment travels in locked trucks operated by our own employees, so there are no handoffs to unknown subcontractors. Before destruction, serials are checked again. If something doesn’t match, such as a drive missing from a server or a serial that isn’t on your list, we report it to you before closing the job so you can investigate while the trail is fresh.

Data Destruction, Reuse and Downstream Disposition
Data-bearing media is physically shredded, following the NIST SP 800-88 “Destroy” level, and recorded by serial. If you prefer on-site destruction, drives are shredded at your location, which shortens the custody chain but still needs serial records to prove what was destroyed. Hardware without data goes to electronics recycling; ask any provider how it chooses and checks downstream recyclers, for example by requiring R2 or e-Stewards certification.
Audit Documentation and Record Retention
At the end of the job you receive the signed manifest, the reconciled serial list with any exceptions and a Certificate of Destruction. Store them with your asset register according to your retention policy and any regulations that apply to your sector. For MSPs and multi-department organizations, records can be issued per client or cost center.

Frequently Asked Questions
What is chain of custody in IT asset disposition?
It is the documented record of every handoff of each asset, from release at your site to final destruction or recycling, including who held it and when.
Why does chain of custody matter if a destruction certificate exists?
The certificate proves destruction happened; the custody record proves that the assets you retired are the ones that were destroyed and that none went missing along the way.
What should a pickup manifest include?
Device type, serial or asset tag, quantity, location, date and time, and the names or signatures of the people releasing and receiving the equipment.
Does on-site destruction eliminate chain of custody risk?
It greatly reduces transport risk, but you still need serial records showing exactly what was destroyed on site.
How long should chain of custody records be kept?
Follow your retention policy and industry rules. Many organizations keep them for several years alongside asset and disposal records.
How do I build chain of custody into an existing ITAD program?
Start with an accurate asset list, require serial capture at pickup, insist on exception reporting and make sure certificates reference the same serials.
